Openbaar Ministerie Limburg verhuist binnenkort naar Sint Annadal

[Maastricht 2 oktober 2023 | Mariaberg] Het Openbaar Ministerie Limburg (OM) verhuist binnen Maastricht van het huidige kantoorgebouw aan de Avenue Céramique naar Sint Annadal. Het OM en de rechtbank delen daar vanaf 2 oktober aanstaande een gebouw. De postcode van het gebouw is 6214 PA en dat betekent dat het gebouw officieel in de wijk Mariaberg ligt.

Samen onder één dak

De zittende magistratuur (De Rechtspraak) en de staande magistratuur (Het Openbaar Ministerie) vormen in Nederland samen de rechterlijke macht. Het is logisch en gebruikelijk dat deze zittende en staande magistratuur samen onder één dak zitten. Dat was ook zo in Limburg. Het OM was tot 2014 gevestigd in het gerechtsgebouw aan Sint Annadal. Deze gezamenlijke behuizing werd toen te krap. Het OM besloot daarom te verhuizen naar het gebouw van Rijkswaterstaat aan de Avenue Céramique. Inmiddels is er in het gebouw van de rechtbank weer voldoende ruimte beschikbaar voor het OM.

Efficiënt

Het werken onder één dak, is niet alleen efficiënt bij relatief korte zittingen, maar scheelt bijvoorbeeld ook aanzienlijk in reisbewegingen. Bovendien verloopt de uitwisseling van stukken en dossiers ook soepeler en veiliger wanneer beide organisaties in één gebouw werken.

Toekomstige nieuwbouwlocatie

De rechtbank Limburg is al enige tijd samen met het OM op zoek naar een nieuwbouwlocatie in Maastricht. De rechtbank en het OM stonden voor de keuze Annadal te verbouwen voor een langere duur met hoge kosten of te kiezen voor de kortere termijn met lagere kosten, waarna nieuwbouw in Maastricht zou volgen. Uit vooronderzoek bleek dat om voor die langere termijn ‘samen te kunnen wonen’ in de locatie Annadal er ingrijpend moest worden verbouwd om te kunnen voldoen aan de eisen voor een eigentijds kantoorconcept. Overlast voor personeel en hoge investeringen lagen ten grondslag aan het besluit te kiezen voor een snellere, goedkopere verbouwing en inhuizing met minder overlast. En daarnaast nieuwbouw te realiseren die bedacht is als modern gerechtsgebouw en beter bereikbaar is in Maastricht met het openbaar vervoer. De realisatie van de nieuwbouw neemt nog de nodige jaren in beslag. In de tussentijd is de locatie Annadal beperkt verbouwd en geschikt gemaakt voor de inhuizing van het OM. De verwachting is over circa zeven jaar te verhuizen naar een nieuwbouwlocatie.

Public Prosecutor's Office Limburg will soon move to Sint Annadal

[Maastricht October 2, 2023 | Mariaberg] The Public Prosecutor's Office Limburg (OM) is relocating within Maastricht from its current Avenue Céramique office building to Sint Annadal. Starting October 2, the OM and the District Court will share a building at 6214 PA in the Mariaberg district, bringing them together under one roof.

The sitting magistracy (De Rechtspraak) and the standing magistracy (Het Openbaar Ministerie) together constitute the judiciary in the Netherlands. It is customary and reasonable for these judges to share same premises. This practice was observed in Limburg as well. However, in 2014, due to limited space, the Prosecutor's Office relocated from the courthouse at Sint Annadal to the Rijkswaterstaat building on Avenue Céramique.  In the meantime, there's enough room once again in the courthouse for the OM.

Working efficiently under one roof benefits not only shorter hearings, but also significantly cuts down on travel. Additionally, document and file exchange is smoother and safer with both organizations located in the same building.

Future new building location

For some time, the Limburg District Court and the Public Prosecution Service have been searching for a new building location in Maastricht. They needed to decide between renovating the Annadal location for an extended period at a high cost or opting for a less expensive, shorter-term solution before pursuing new construction in Maastricht. Preliminary research revealed that extensive renovations would be necessary to meet the requirements for a modern office concept if they intended to continue cohabitating in the Annadal location for an extended period. Staff inconvenience and high costs were the reasons for choosing a faster, more cost-effective renovation and relocation with minimal disruption. To improve accessibility by public transport and create a modern courthouse, a new building will be constructed in Maastricht. However, due to the lengthy construction timeline, the move is expected to take several more years. In the interim, the Annadal location has undergone minor renovations to accommodate the OM's relocation. The move to the new building is expected to occur in approximately seven years.

As of October 2, 2023, the Limburg Public Prosecutor's Office will relocate to Sint Annadal 1, 6214 PA Maastricht (Rechtbank Limburg, Maastricht location).
